NIMC Secures Landmark Scheme of Service Achievement, Signals New Era of Institutional Reforms By Raymond Enoch
The National Identity Management Commission (NIMC) has secured the approval of its long-awaited Scheme of Service from the Office of the Head of the Civil Service of the Federation (OHCSF), marking the first approval of its kind in the Commission’s history.
In a statement made available to the media and signed by Dr. Kayode Adegoke, Head of Corporate Communications, NIMC, the Commission described the approval as a landmark achievement that is set to redefine its operational framework while strengthening institutional efficiency, staff development, and service delivery.
The milestone is being celebrated as a major institutional breakthrough that lays the foundation for enhanced career progression, improved organisational structure, and globally aligned professional standards across the Commission.
The approval is widely viewed as another significant achievement under the leadership of the Director-General and Chief Executive Officer of NIMC, Engr. (Dr.) Abisoye Coker-Odusote, whose sweeping reforms have continued to transform the Commission into a modern, technology-driven, and globally competitive institution.
According to the Commission, the newly approved Scheme of Service establishes a comprehensive framework governing staff career development, promotion pathways, organisational structure, professional standards, qualification requirements, and clearly defined job responsibilities. The framework aligns with the Public Service Rules and international best practices, reinforcing NIMC’s drive towards institutional excellence.
The reform is also closely tied to President Bola Ahmed Tinubu’s Renewed Hope Agenda, particularly in strengthening public institutions through improved human capital development and efficient governance.
Speaking during the official presentation of the approved document, Mr. Imirhe Gabriel Nwagolo, Deputy Director, Scheme of Service, Organisational Design Department at the OHCSF, commended NIMC for attaining what only a handful of federal agencies have achieved.
He described the approval as evidence of the Commission’s unwavering commitment to professionalism and institutional development, noting that obtaining a dedicated Scheme of Service remains a rare accomplishment within the Federal Public Service.
Representing the Director-General at the event, Mrs. Rhoda Jackden, Head of Human Capital Management, expressed profound appreciation to the Office of the Head of the Civil Service of the Federation for the landmark approval.
She described the development as a defining moment in the Commission’s history and reaffirmed NIMC’s commitment to the full implementation of the Scheme to further improve staff welfare, productivity, and service delivery nationwide.
One of the most significant features of the newly approved framework is the introduction of specialised Enrolment, Card, and Commercial Cadres, designed to strengthen NIMC’s operational capacity and better position the Commission to meet the growing demands of Nigeria’s expanding digital identity ecosystem.
Analysts believe the approval represents more than an administrative milestone. It is expected to accelerate institutional reforms, provide clearer career progression for employees, improve operational efficiency, and reinforce public confidence in the agency responsible for managing Nigeria’s national identity database.
