ENSSAA Reaffirms Ban on Display, Pasting of Posters Across Enugu State By Raymond Enoch
The Enugu State Structures for Signage and Advertisement Agency (ENSSAA) has reaffirmed that the ban on the display and pasting of posters remains in force across Enugu State, warning members of the public, political actors, advertisers and businesses against violating the directive.
The Agency said the ban applies to all types of posters, stressing that the restriction is not limited to political or campaign materials.
In a public notice signed by its General Manager, Hon. Francis Aninwike, on Wednesday, ENSSAA said the ban is pursuant to the provisions of the Enugu State Structures for Signage and Advertisement Agency Law No. 12 of 2016, particularly Sections 4(1)(g), 33 and 34(4)(9), which provide the statutory basis for regulating outdoor advertising and the display of posters and other advertising materials in the state.
The Agency noted that the reminder has become necessary as activities surrounding the September 26, 2026 Enugu State Local Government Elections and the 2027 General Elections gather momentum, with the potential for increased indiscriminate display of posters across public and private spaces.
ENSSAA, however, emphasised that the ban covers posters generally, including political, campaign, commercial, promotional and other forms of posters displayed without the required authorisation.
It warned that no person, organisation, political party, candidate, aspirant, advertiser or supporter is permitted to paste, affix or display posters on buildings, walls, fences, bridges, electricity poles, road infrastructure, public facilities or any other public or private surface or space within Enugu State.
The Agency said indiscriminate pasting of posters defaces public and private property, degrades the environment and undermines the aesthetic appearance of cities, towns and communities.
ENSSAA also cautioned printers and printing establishments against producing or facilitating posters intended for unauthorised display or pasting.
It said where a poster is traced to a printer, the establishment may be investigated and subjected to appropriate sanctions if its involvement in the violation is established in accordance with the law.
The Agency further reminded the public that anyone who violates the ban on the pasting or display of posters in Enugu State is liable to a fine of up to ₦50 million, in accordance with the applicable law and regulations.
ENSSAA advised individuals, businesses, organisations and political actors seeking to advertise or communicate with the public to utilise radio, television, print and digital/social media platforms, as well as approved billboards, in compliance with the state’s advertising regulations.
The Agency reiterated that enforcement of the ban would apply without fear or favour to all persons, organisations, political parties, candidates, advertisers and other stakeholders, irrespective of political affiliation or status.
ENSSAA therefore urged all residents and stakeholders to comply with the directive and join efforts to preserve the cleanliness, environmental quality and aesthetic integrity of Enugu State.
The Agency stressed that the ban remains in force across the state.
