NCAA Signs MoU with First Way FZE and GSDS, On Nigeria’s Air Cargo Security Architecture, Embraces Technology-driven Implementation By Raymond Enoch

The Nigerian Civil Aviation Authority (NCAA) has taken a significant step towards strengthening Nigeria’s air cargo security architecture with the signing of a Memorandum of Understanding (MoU) with Firstway FZE and Global Software & Digital Solution (GSDS) for the implementation of a technology-driven air cargo security framework.

The development represents a major milestone in the Authority’s efforts to introduce stronger visibility, accountability and security mechanisms into an increasingly critical segment of Nigeria’s aviation industry.

Speaking on behalf of Firstway FZE and GSDS, Mr Peter Igbinedion said the project had taken about nine to ten months, or even longer, to reach the signing stage, stressing that the lengthy process reflected the seriousness attached to the initiative.

Igbinedion assured the NCAA of the companies’ readiness and commitment to successfully deliver the project, promising that the Authority would not be disappointed.

He expressed appreciation to the Director-General of Civil Aviation (DGCA), directors and the entire NCAA team for providing the companies with the opportunity to demonstrate their capacity, serve the Authority and contribute to national development.

The signing also highlighted the importance of due process in establishing a framework capable of meeting the interests of both the regulator and the wider aviation industry.

The Director of Legal Services and Company Secretary of the NCAA, Mary Tufano-Eche, explained that the lengthy process leading to the execution of the MoU was deliberate and necessary to preserve the integrity of the arrangement and protect the interests of the Authority.

She described the initiative as a “quantum leap” for Nigeria, particularly because the country was venturing into a relatively new area of air cargo security implementation.

According to her, although the MoU may not constitute a perfect document, it provides a solid starting point for implementation and remains a living document that can be amended as the initiative progresses.

Her position underscores the evolving nature of the project and the need for continuous adjustments as operational realities, technology and security requirements develop.

The initiative comes at a time when air cargo is assuming greater importance in Nigeria’s aviation and economic ecosystem, with security, traceability and efficient management becoming increasingly central to the movement of goods through the country’s airports.

Beyond the immediate signing, the framework is expected to provide a foundation for deeper collaboration between the NCAA and the private-sector technology partners in advancing the security and management of air cargo operations.

The ceremony culminated in the official signing of the MoU and a group photograph, with the participating parties reaffirming their commitment to the successful implementation of the framework.

For the NCAA, the agreement signals a5 willingness to move beyond conventional regulatory approaches and deploy technology and structured partnerships in tackling emerging challenges within Nigeria’s aviation security environment.

The success of the initiative, however, will ultimately depend on effective implementation, sustained regulatory oversight and the ability of the technology partners to translate the agreement into a functional system capable of delivering measurable improvements in air cargo security.
