Tinubu’s knowledge-economy vision takes shape as FG targets sustainable innovation centres across Nigerian universities

The Federal Government has unveiled an ambitious plan to establish 41 University Innovation Pods (UniPods) across Nigerian tertiary institutions, in a major push to transform university research and innovation into jobs, businesses, investment and measurable economic growth.

The Minister of Education, Dr. Maruf Tunji Alausa, disclosed this while meeting with the United Nations Development Programme (UNDP) and seven vice chancellors on the sustainability and expansion of the UNDP Innovation Hub initiative.

Alausa said the UniPods were central to President Bola Ahmed Tinubu’s vision of moving Nigeria from a resource-dependent economy to a knowledge-based economy, insisting that the success of the initiative would ultimately be judged by its economic impact rather than the buildings or equipment provided.

> “UniPods must turn research and innovation into jobs, investment and real economic impact,” the Minister said.

According to him, eight UniPods have either been commissioned or are ready for commissioning, with three already operational at the University of Lagos, Nasarawa State University and Michael Okpara University of Agriculture, Umudike.

The emerging network is also being designed around specialised areas of national economic importance, including Blue Economy in Akwa Ibom, AgroTech at Benue State University, Resilience Tech in Borno State, GovTech at Ahmadu Bello University, Zaria, and Industrial Tech in Plateau State.

Alausa said Nigeria could no longer afford a university research system where scholars conduct research primarily for academic promotion without a clear pathway to commercialisation.

He pointed to the MineTech UniPod at Nasarawa State University as an example of the economic possibilities locked within Nigerian universities.

Researchers at the centre, he explained, have developed geospatial maps identifying deposits of lithium, gold and bauxite, including information on their locations and depths.

For the Minister, the next step is connecting such discoveries with investors capable of taking them from the laboratory into commercial production.

He said government had already absorbed some of the initial risks by providing infrastructure, equipment and technical capacity, leaving private capital and commercialisation as critical components of the next phase.

“The question now is how do we bring the investors to the researchers?” he asked, stressing that research discoveries must be converted into viable enterprises and economic opportunities.

The Minister said the Federal Ministry of Education, working with UNDP and Tech4Dev, would continue developing the UniPod network, but stressed that the centres must not become permanently dependent on government grants or donor funding.

Instead, they must evolve into sustainable innovation enterprises capable of generating revenue, supporting their universities, attracting talent and continuously developing new technologies.

A governance framework being developed by the Ministry and UNDP would guide the operations of the centres, including appropriate arrangements for commercial accounts in line with existing government guidelines for university research centres.

Under the proposed model, part of the revenue generated could be retained by the UniPods to sustain their operations, while another portion would support targeted technological development within their host universities.

‘Think beyond the university’

Minister of State for Education, Professor Suwaiba Sa’id Ahmad, reinforced the call for a fundamental change in the way Nigerian universities approach innovation.

She said the UniPods should not be regarded merely as academic facilities but as engines for industrialisation and national economic transformation.

The Minister of State challenged universities to move beyond measuring research by the amount of knowledge produced to assessing its capacity to create value, products, services, businesses and jobs.

She also called for students and researchers to be exposed to industrialisation and commercialisation processes, stressing that innovative ideas should be given pathways to become commercially viable solutions.

Importantly, she said the UniPods should serve as a national innovation resource rather than facilities exclusively available to their host institutions.

Students and researchers from other universities, she noted, should be able to access the facilities through appropriate procedures.

The UNDP Resident Representative in Nigeria, Elsie Attafuah, commended Alausa for placing education at the centre of Nigeria’s drive for jobs, competitiveness and innovation.

Attafuah said the rapidly changing global development environment required countries to increasingly generate their own wealth and competitiveness.

She described the UniPods as important instruments for advancing Nigeria’s reform agenda, creating employment and unlocking the potential of young Nigerians.

She further pledged UNDP’s readiness to facilitate South-South cooperation, including possible collaboration with India, while strengthening the growing network of UniPods and supporting their governance, financing and sustainability.

A new test for Nigeria’s universities

Alausa assured stakeholders that the Ministry would deepen collaboration with UNDP, Tech4Dev, universities and other development partners to establish UniPods as sustainable centres of innovation, enterprise and economic opportunity.

The Minister said effective governance, responsible financial management, investment attraction and commercialisation would be central to the next phase.

The emerging challenge, therefore, is no longer simply whether Nigerian universities can produce research.

It is whether that research can leave the laboratory, enter the marketplace, create businesses, generate jobs and solve real problems.

And with 41 UniPods planned nationwide, the Federal Government is betting that Nigeria’s universities can become one of the country’s most powerful engines for the transition to a knowledge-driven economy.
