President Bio Commissions ECOWAS ‘Eye of West Africa,’ Renews Call for Unity and Regional Integration By Raymond Enoch
The Chairman of the Authority of ECOWAS Heads of State and Government and President of Sierra Leone, Julius Maada Bio, on Thursday 2nd July, 2026 led West African leaders in commissioning the new ECOWAS headquarters in Abuja, describing the historic and landmark secretariat complex as a powerful symbol of the regional institution’s enduring vision of unity, integration and shared prosperity dreamed of its founding fathers.
Popularly dubbed as the “Eye of West Africa,” the state-of-the-art headquarters, located along the Abuja Airport Road, was funded by the Government of the People’s Republic of China as a grant to the Economic Community of West African States.

Agencies, ending decades of operating from separate locations across Nigeria’s capital.
Speaking at the historic ceremony, President Bio paid tribute to the founding fathers of ECOWAS, noting that their vision of a united, peaceful and economically integrated West Africa continues to inspire the region’s leaders.
Representing Nigerian President Bola Ahmed Tinubu, Vice President Kashim Shettima described the inauguration as more than the unveiling of a magnificent building. He said,
> “Today marks not only the inauguration of an impressive landmark, but the renewal of our covenant with the ideals of regional integration, solidarity and shared prosperity.”
Shettima said the new headquarters reflects West Africa’s determination to build a stronger and more prosperous region despite mounting security, economic and governance challenges.
He commended the Government of China for financing the project and praised the ECOWAS Commission, contractors and all stakeholders who delivered the complex.
The Vice President urged member states to deepen industrialisation, strengthen regional value chains and transform ECOWAS from a consumption-driven market into a productive regional economy.
> “Our integration must increasingly be driven by what we produce rather than by what we consume,” he said.
The President of the ECOWAS Commission, Dr Omar Alieu Touray, described the commissioning as one of the most significant milestones in the history of the regional bloc.
He expressed profound appreciation to Chinese President Xi Jinping and the Government of China for providing what he called “a regional monument” for the people of West Africa.
Touray also acknowledged China’s longstanding support for ECOWAS, including assistance to regional peace and security initiatives, while commending Nigeria for its consistent policy support and coordination as host nation.
> “This headquarters stands not merely as an architectural achievement, but as a powerful symbol of our collective determination to deepen regional integration, strengthen institutional efficiency and advance the shared prosperity of our people,” Touray said.
He noted that the project, which began with its groundbreaking in December 2022, was completed in about two years and now provides a modern integrated workplace that will significantly improve coordination and operational efficiency across ECOWAS institutions.
According to him, the complex includes a nine-storey central tower flanked by two seven-storey wings, meeting rooms equipped with interpretation facilities, an 800-seat conference centre, parliamentary and judicial chambers, a clinic, gymnasium, banking services, restaurants, daycare centre and other staff welfare facilities.
> “Buildings do not deliver transformation; people and institutions do. Let this headquarters become a true centre of excellence that drives innovation, strengthens collaboration and delivers tangible benefits for the people of West Africa,” he added.
Chinese Ambassador to Nigeria and ECOWAS, Yu Dunhai, described the imposing structure as a flagship achievement under the framework of the Forum on China-Africa Cooperation (FOCAC) and a shining example of South-South cooperation.
Congratulating ECOWAS on the completion of the project, the envoy said the headquarters symbolises the enduring friendship between China and Africa.
> “This modern architectural marvel, hailed as the Eye of West Africa, stands as a flagship project under FOCAC. It embodies the shared vision of West African nations in pursuing unity, strength and prosperity.”
He reaffirmed China’s commitment to supporting ECOWAS in promoting regional peace, economic development and improved livelihoods.
> “China remains forever a trustworthy, sincere friend and reliable partner to ECOWAS and all West African nations,” Ambassador Yu declared.
The new headquarters is expected to strengthen coordination among ECOWAS institutions, reduce operational costs and improve policy implementation in areas including peace and security, trade integration, democratic governance and regional development.
The commissioning comes at a pivotal moment as ECOWAS seeks to consolidate regional cooperation amid security threats, democratic transitions, economic reforms and evolving geopolitical realities across West Africa.
The ceremony was attended by officials of the African Union Commission, diplomats, ambassadors, heads of diplomatic missions and regional institutions, members of the ECOWAS Parliament, as well as senior staff of the ECOWAS Commission.
