Dr. Habib Y. Bappah Leads ECOWAS Institutional Reform Drive as UNGSC Benchmarking Mission Signals Results-Oriented Regional Body By Raymond Enoch
In a significant step towards strengthening institutional efficiency and modernising governance within the Economic Community of West African States (ECOWAS), the Commissioner for Internal Services, Dr. Habib Yaya Bappah, led a high-powered ECOWAS delegation on a strategic benchmarking mission to the United Nations Global Service Centre.
The mission which took place 23rd -26th June 2026, underscores the Commission’s commitment to repositioning its internal systems in line with global standards, reflecting ECOWAS’ renewed determination to build a more efficient, accountable and results-driven institution capable of delivering on its regional integration mandate.
The benchmarking visit provides ECOWAS with an opportunity to study internationally recognised best practices in administrative management, logistics, digital transformation, procurement, human resource development and operational support systems that have made the United Nations one of the world’s foremost multilateral institutions.
For Dr. Bappah, whose portfolio oversees the backbone of the Commission’s administrative architecture, the visit represents more than a routine study tour. It is a strategic investment in institutional reform designed to improve service delivery, strengthen operational efficiency and enhance the Commission’s capacity to respond to the evolving needs of West African citizens.
The engagement with the United Nations Global Service Centre is expected to facilitate knowledge exchange on innovative management systems, digital solutions and sustainable operational models that can be adapted to the ECOWAS environment. Such collaboration aligns with the Commission’s broader agenda of building resilient institutions capable of supporting peace, security, economic integration and sustainable development across the region.
Paradigm News correspondent notes that observers believe the initiative demonstrates ECOWAS’ growing emphasis on institutional excellence as a critical pillar for achieving the aspirations contained in the regional bloc’s Vision 2050. By learning from globally tested systems, the Commission is positioning itself to deliver faster, smarter and more transparent services to Member States and regional stakeholders.
The visit also highlights ECOWAS’ recognition that effective regional integration depends not only on sound policies but also on strong internal institutions capable of implementing them efficiently.
Under Dr. Bappah’s leadership, the Internal Services Directorate continues to champion reforms aimed at enhancing organisational performance, promoting innovation and embedding a culture of accountability throughout the Commission.
As ECOWAS navigates increasingly complex regional challenges, the benchmarking mission sends a clear message: the Commission is embracing international partnerships and best practices to build a modern institution equipped to serve nearly 400 million citizens across West Africa.
The strategic engagement with the United Nations reinforces ECOWAS’ enduring commitment to excellence, innovation and continuous institutional improvement—key ingredients for accelerating regional integration and delivering lasting benefits to the people of the sub-region.
