Federal Ministry of Agriculture and Food Security/NIMC Launches NIN-Enabled Farmer Registry and G2P Card to Boost Agricultural Development

The Federal Ministry of Agriculture and Food Security (FMAFS), in partnership with the National Identity Management Commission (NIMC), has unveiled a groundbreaking initiative: the National Identity Number (NIN)-enabled Farmer Registry and Government-to-People (G2P) Card. This project aims to transform the delivery of government services to farmers, ensuring transparency, efficiency, and inclusivity in alignment with the President’s Renewed Hope Agenda.

Director of Information, FMAFS and Dr. Kayode Adegoke, Head, Corporate Communications, NIMC said that the initiative addresses longstanding issues related to identity and authentication, enabling the Federal Government to efficiently reach farmers and other beneficiaries of its agricultural programmes. By linking each farmer’s NIN to detailed data about their farmland, crops, or livestock, the registry ensures that government aid is accurately targeted and protected against fraud.
At the heart of this project is the G2P Card—according to the statement is “a multi-functional, biometric card that integrates identity verification with financial transaction capabilities.”
This innovative solution supports offline transactions, making it ideal for farmers in remote areas with limited internet connectivity. The card, personalized for each user, serves as a digital wallet for subsidies, loans, welfare disbursements, and other government services.
Unique Identification: A secure link to the NIN ensures accurate and verifiable identity.
Comprehensive Data: Stores beneficiary details, such as fingerprints, photos, and Know-Your-Customer (KYC) information.
Multi-Functionality: Equipped with multiple wallets and applets to support various government and third-party services.
Interoperable Devices: Biometric-enabled Point of Sale (POS) devices ensure seamless access and transactions.

Under this framework, NIMC provides the foundational biometric identity system, while FMAFS oversees the farmer registry and G2P Card scheme. The Ministry retains full ownership of the data generated, ensuring autonomy in implementing and monitoring its programmes.
