NPF, CLEEN Foundation Empower Police PPROs in Lagos With Training on Strategic Communication, GBV Prevention

As part of the ongoing efforts to enhance public engagement and foster trust between the police and the communities they serve, the Nigeria Police Force (NPF), under the leadership of the Inspector-General of Police, IGP Kayode Adeolu Egbetokun, Ph.D., NPM, has collaborated with the CLEEN Foundation to commence the second phase of a specialized training programme for Police Public Relations Officers (PPROs). The training, focused on Social and Behavioural Change Communication (SBCC) and Gender-Based Violence (GBV) prevention, was formally declared open today, Monday, July 8, 2025, in Ikeja, Lagos State. This follows the successful completion of the first phase held in Kaduna from June 24 to 26, 2025.
In a press release signed by ACP Olumuyiwa Adejobi, mnipr, mipra, fCAI, Force Public Relations Officer, Force Headquarters, Abuja, dated July 8, 2025. says the training aimed to strengthen strategic communication capabilities within the police force and is designed to provide essential tools for effective public engagement and behavioural transformation.

Representing the Inspector-General at the opening ceremony was the Commissioner of Police, Lagos State Command, CP Oluhundare Jimoh Moshood, who formally declared the training open. In his remarks, the IGP underscored the importance of SBCC as a powerful tool for reshaping public perception, promoting transparency, and fostering mutual respect between law enforcement and citizens. He emphasized that police spokespersons must possess more than just operational knowledge—they must be skilled communicators capable of engaging the public with empathy, clarity, and professionalism.

The Lagos training brings together PPROs from across the southern region and covers a wide array of modules, including audience analysis, persuasive messaging, digital media utilization, and engagement with diverse communities. The curriculum is tailored to empower officers with the knowledge and skills necessary to address misinformation, counter stereotypes, and build lasting public trust.
IGP Egbetokun reaffirmed the Nigeria Police Force’s commitment to proactive and citizen-centered policing through sustained capacity development initiatives and multi-sectoral collaboration. He noted that this training reflects the Force’s broader strategy to align modern policing with democratic values and human rights principles.
The initiative by the NPF and CLEEN Foundation stands as a testament to the growing recognition that communication is not merely a support function but a strategic pillar in contemporary law enforcement.
