Gambia Announces Key Cabinet Shake-Up as President Elevates Senior Officials By Raymond Enoch

The Gambia has announced a minor but strategic cabinet reshuffle, with President Adama Barrow making a series of high-level appointments aimed at strengthening governance and administrative delivery.

In a statement from the Office of the President, Honourable Mod K. Ceesay was named the new Minister for Trade, Regional Integration and Employment, effective 2 December 2025, in line with Section 71(1) of the Constitution. Ceesay, a seasoned public administrator, previously served as the country’s first Chief of Staff in 2021 — a role later elevated to ministerial rank in 2024. He has held Permanent Secretary positions across several ministries, including Trade, and gained international exposure through his work with WAIFEM and other global partners.

The reshuffle also saw the elevation of Mr. Alieu Loum, formerly Deputy Chief of Staff, to Chief of Staff at the Office of the President. Loum’s career spans senior roles such as Director of Delivery at the Department of Strategic Policy and Delivery (DSPD) and Permanent Secretary for Delivery at the Ministry of Public Service, reinforcing his reputation as a results-driven administrator.

Similarly, Mr. Momodou K. Dibba, Executive Director of the National Social Protection Agency, has been appointed Deputy Chief of Staff. A professional economist, Dibba previously served as Director at DSPD and has held several strategic positions within the public service.

The new appointments signal the administration’s renewed focus on efficiency, policy coordination and enhanced service delivery at the highest levels of government.
