ECOWAS Deploys Expert Team to Oversee Crucial Constitutional Referendum as All Eyes Guinea.

In a decisive move aimed at bolstering democratic governance and regional stability, the Economic Community of West African States (ECOWAS) has deployed a technical expert mission to observe the upcoming constitutional referendum in the Republic of Guinea, scheduled for 21st September 2025.

The observer mission, comprising eleven (11) seasoned electoral experts drawn from the Electoral Commissions of ECOWAS Member States, was mandated by His Excellency Dr Omar Alieu Touray, President of the ECOWAS Commission. The deployment is grounded in the provisions of key ECOWAS legal frameworks, including the Revised Treaty of 1993, the 1999 Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping and Security, the 2001 Supplementary Protocol on Democracy and Good Governance, and Article 53 (c) of the 2008 Conflict Prevention Framework.

The technical team will be stationed across five key regions—Conakry, Kankan, Kindia, Mamou, and Labé—between 17th and 23rd September 2025. Their task: to provide impartial observation and technical support during the referendum process. The mission will be coordinated by Mr Serigne Mamadou Ka, Acting Head of the Electoral Assistance Division at the ECOWAS Commission.

This critical referendum marks a significant milestone in Guinea’s political transition, and ECOWAS’s involvement underscores its unwavering commitment to democratic norms, peace, and good governance in the region.
