Benue State Public Procurement Commission (BSPPC) Gets a New Director-General Engr. Dr. Aper Zava.

The Benue State Public Procurement Commission (BSPPC) has officially welcomed Engr. Dr. Aper Zava as its new Director-General, marking a significant step toward enhancing transparency, efficiency, and accountability in the state’s procurement processes.

Engr. Dr. Zava, a renowned civil engineer and academic from Gwer East Local Government Area, brings a wealth of experience to the role. He obtained his degrees from the University of Agriculture, Makurdi—now Joseph Sarwuan Tarka University, Makurdi (JOSTUM)—where he currently serves as a lecturer in the Department of Civil Engineering. His appointment has been received with enthusiasm across the state, particularly among staff and stakeholders who view him as a professional equipped to reposition the Commission for greater impact.

Over the years, Engr. Dr. Zava has worked extensively as a consultant civil engineer, handling critical aspects of project delivery such as design, quantity surveying, and infrastructure supervision. This practical experience, combined with his academic insight, has earned him a reputation for being both technically sound and strategically minded. He is regarded as someone who understands the intricacies of procurement not just in theory, but in actual field execution.

Upon assuming office, Engr. Dr. Zava pledged to uphold the core values of transparency, accountability, and value-for-money in all procurement undertakings by the Commission. He stressed the importance of restoring public confidence in the procurement system and committed to deploying modern strategies, including digital tools, to ensure compliance and efficiency.

In his words, “This is a call to duty—a call to protect public resources, restore public trust, and ensure that government spending delivers real value to the people of Benue State.” His approach is seen as one that will professionalize the procurement ecosystem in the state and eliminate practices that hinder timely and cost-effective service delivery.

Staff of the Commission have expressed confidence in the new Director-General’s leadership, describing him as a visionary and disciplined professional. According to Ageda Sylvia Mngohol, Information Officer of the BSPPC, the appointment is seen internally as a breath of fresh air, expected to bring about renewed vigor and strategic focus to the Commission’s work.

The Benue State Public Procurement Commission is a key regulatory body tasked with overseeing procurement activities across Ministries, Departments, and Agencies (MDAs).
