NIMC Embarks on a New Era of Accountability with EPMS Contract Signing.

In a defining move to institutionalize accountability and enhance public service delivery, the National Identity Management Commission (NIMC) has formally signed the Employee Performance Management System (EPMS) contract, marking a significant step forward in the Commission’s operational transformation.

The signing ceremony, held at the Commission’s Corporate Headquarters in Abuja, stands as a testament to the Federal Government’s commitment to the ideals of President Bola Ahmed Tinubu’s (GCFR) Renewed Hope Agenda, which prioritizes transparency, efficiency, and improved governance across the public sector.

The event drew the presence of top management officials including the Director-General/Chief Executive Officer, Engr. (Dr.) Abisoye Coker-Odusote, departmental and unit heads, and key representatives from Triple Edge Consult, the implementing partner for the project.

In her opening address, Mrs. Rhoda Jackden, Head of Human Capital Management at NIMC, emphasized the strategic significance of the EPMS. “This system is not just a tool—it is a catalyst for aligning individual performance with our overarching organizational goals,” she stated. “It will strengthen internal accountability and drive a culture of measurable productivity.”

Representing Triple Edge Consult, Team Lead Barrister Olusegun Adekunle highlighted the system’s broader impact on public sector performance. “The EPMS introduces a transparent, structured framework that empowers agencies like NIMC to track progress, achieve strategic targets, and deliver high-quality services to citizens,” he noted.

Designed to mirror NIMC’s mandate, the EPMS provides a comprehensive structure for performance measurement, with clearly defined indicators that promote efficiency and service excellence. The system is expected to institutionalize a performance-driven culture, improving responsiveness and fostering professional growth within the Commission.

Delivering her keynote remarks, Engr. (Dr.) Abisoye Coker-Odusote commended the initiative and urged full commitment from all staff. “This is a pivotal moment in our journey. I call on all departmental and unit heads to integrate the agreed performance metrics into their daily operations. The success of this system is tied to our collective responsibility and resolve,” she said.

Dr. Coker-Odusote also announced the commencement of a departmental cascade process to ensure that all units align their operational activities with the provisions outlined in the EPMS contract.

The highlight of the event was the formal signing of the EPMS agreement by the DG/CEO, departmental heads, and unit representatives—an act that officially signaled the beginning of NIMC’s next chapter in institutional growth.

As the Commission sets its sights on a more accountable and productive future, the EPMS is poised to serve as a cornerstone of transformation—driving a shift towards evidence-based performance, enhanced transparency, and unwavering service commitment to Nigerians.
